55. Could it be that
the population/their constituents would strongly object to the Feds, to wit their elected federal representatives, disregarding their state sovereignty? Could it be that support for this treaty would enjoy the same amount of public support enjoyed by other international treaties like the NAFTA and GATT agreements which were signed onto even though some 70% of the citizens of this country were opposed to the agreements?
