19. We could start by making gun possession by prohibited people harsher.
If you are caught with a gun & are a convicted felon you get ten years in the pen. That is a law on the books but it is usually plea bargained down to nothing. "Youths" under 18 with a handgun- ten years confinement. How many people attempt to buy a gun & are denied by the insta-check system? How many are prosecuted for lying on the yellow form- that's a felony. We need to prosecute those people.

Obviously when an individual decides to murder a gun law is the last thing on his mind. They may think twice before carrying a gun if it means ten years in the pen.
