1. Why should U.S. citizens have the right to adopt Guatemalan

infants? With all the children in foster care in this nation, to the point where their availability is actually advertised on television in some areas, there is no reason why our citizens should go overseas to adopt.
Besides, why would any birth mother want to give her child to parents living in the nation that oppresses Guatemala?
