They have their own financial motivations completely outside the political realm. Some might view it as a conspiracy theory that the administration may be secretly supporting the insurgents to justify our continuing presence. But with these private security firms, they have no interest in stability as their profits are driven by the instability. Add to that their blanket immunity, and it isn't surprising that they could be doing this on their own.

That said, it doesn't mean that the people in the government providing the guns have no idea where the gun were ending up.
