I don't know if the Libyan secret service was involved in terrorist acts. Maybe they were, but certainly to a lesser degree than most Western European nations, including the US.
Personally I don't believe that they were responsible for the Lockerbie bombing. It's also interesting that it was the Libyan police, *not* the FBI or CIA that first issued a warrant for Bin Laden and his terror organization.

I already posted the following links in another thread (I am personally interested in this case because I remember vividly the reporting here when the Berlin discotheque "LaBelle" was bombed). To me these articles and comments show rather coherently that a lot of the accusations against Libya were not so much based on facts but on political games when they were dispersed for the first time:
