SEC. 2. SUPPORT FOR UNITED STATES DIPLOMATIC EFFORTS. The Congress of the United States supports the efforts by the President to-- (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions regarding Iraq and encourages him in those efforts; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion and noncompliance and promptly and strictly complies with all relevant Security Council resolutions regarding Iraq.
"obtain ... decisive action by the Security Council...."
I could go through the rest, but I've got to go paint.
Was it an ideal IWR? No! What it better than the republican-only alternative? Yes. Were Democrats politically smart not to look soft on Saddam but lay a foundation for future criticism of BushCo if they broke the IWR? Yes. Can one ecpect a senator from North Carolina who was still considering running for reelection to commit political suicide for something that would change nothing and end in his replacement by a total wingnut? No. Let's be realistic. This is politics? Not a dreamland.
