First, the ruling affirmed that the Constitution requires states to redistrict after every census (each decade), but established said redistricting as a minimum standard rather than a one time per decade event. States are free to redistrict every year if they want. Actual effect - this authority will most probably be used when districts have been drawn by a court because of a legislative impasse - and subsequent state elections break the impasse. Second, one of the districts drawn in Texas denies hispanics a majority district. The Texas legislature will have to redraw accordingly. SMALL WIN FOR DEMS, EXCEPT THAT THE REPUBLICAN LEGISLATURE WILL REDRAW THE LINES.

Third, the court had no problem with partisanship in drawing district boundaries. BIG WIN FOR DELAY.
