13. If every single company in the Gulf had the same increase,
it still wouldn't matter, because only a tiny fraction of the world's oil comes from the Gulf. Pemex's costs don't change, Saudi Arabia's don't change, Russia's don't change.

If Iowa put a tax on corn, the only people it would affect would be Iowa farmers. If they tried to hold out for more money ($5 instead of $4), the only people it might help would be every other corn farmer in the world, who might possibly be able to make more money for their corn, temporarily. Because pretty soon the Iowa farmers would be forced to drop their price or they wouldn't sell any corn at all. And when that happens the price won't stop dropping until supply = demand, which is right back at $4 where it all started.
