35. This kind of "in-fighting" is common within a fascist organization.
The "pecking order" is determined by your position in relation to the Leader. The Leader is always rearranging departments and leadership and giving perks and "nods" to one or another of His minions for the sole purpose of creating this jealousy and strife. It is a type of reinforcement for the Leader and is an object lesson for all young Himmlers on the way up...
