I remember seeing one of their documents before the election. Those are code words for sidelining (if not removing our signature from) the Kyoto treaty. Ralph Klein (the Alberta premier), who is also set against Kyoto, uses those words too.

I suspect that Harper is using covert language like that because he knows that most Canadians support Kyoto.
