26. I think the ones that they do actually jail are

where one of the women have admitted being underage at present, underage when originally married, an sibling or offspring of the guy, or coerced or forced to live with this person, and that's the only way they can take those people to court.

That's why they haven't had extensive roundups - plus, who ya gonna call? The local polygamous constabulary? It is a states rights issue, at least for now.
