| 79. FEMA was supposed to ink the deal all week |

and they dragged their feet as much as possible. At the moment, SCI is the only game in town and Blanco has got to get the bodies recovered. Basically, she is circumventing the Feds and taking matters back into her own hands. Hopefully, she will force them to be accountable now that they work directly for her.
