8. From what I understand, Honore is not in charge of the NG.
He is in charge of the federal troops. The NG is under the command of Major Gen Landreneau, the director of the state Homeland Security and Emergency Preparedness. So Honore is independent of the state. As for the command and control, the state and feds are working side by side, making it up as they go along, communicating their needs to each other.

Somebody correct me if I'm misrepresenting this.
