24. Yes...
Surely this rule is meant to be used in the situation where a vacancy actually happens during recess. It's not a frikking free-skate period. It's Bush's fault for not putting forward someone reasonable when they could vote.

Is there any procedure where congress could recall an appointment once they reconvene?
