Maybe he thinks the passage of CAFTA and the energy bill would make the Bolton recess appointment look like less of a personal defeat/political embarassment than it is. But keep in mind that CAFTA passed by two votes, and Bush himself passed the last election by by two percentage points. Wouldn't it be best to least wait until Bolton's in the clear on the Plame investigation? As my friends in Aerosmith might say, dream on.
