Sex offenders must register with the state, correct? So once a month or whenever they update it, a local cop goes on the State website to see if any registered sex offenders have moved into the area, and if they have, they either issue a summons or arrest them and take them to the courts. It's a no-muss, no-fuss situation, and it doesn't involve the lawmakers any more at all. As for the law enforcement effort to enforce it, it's right up there with issuing parking tickets in it's complexity.
