And as for the prison sentences, we allow insurance companies to raise rates based on the percentage of a certain population, even if you haven't done a single thing wrong yourself. If there is a nearly 100% re-offend rate, then something is not working right with the prison system.

I'm not defending the perps, I'm just saying that segregating even sections of towns from a population is a very very very slippery slope. Remember, Bush and the rest of them said that the patriot act was only temporary, and would never be used to reduce the rights of an innocent person. Even things like this that may sound like a good idea... It's still segregation, even if ever so minor, and is the beginning of something bad.
