interception routinely kicks into gear (see Payne Stuart) when any plane goes off course and/or does not respond to tower

the launch of intercept jets--by SOP--would have been launched, and were launched, on every day except 9/11/01--BEFORE any indication of hijacking

THAT is how deep this shit is.

it NEVER happened before--for an airliner off-course

someone MADE it happen.
