5. If we flip the House, your delegate gets a floor vote in Congress.
Whenever the Democrats take over the House, they restore the floor vote to the delegates (which usually also pads the Democratic majority by five votes).
Whenever the Republicans take over the House, they revoke the floor vote for delegates.
It's a little screwed up to think that the representation of several million people in Congress can be radically altered on the whim of the party in control, but that's the way it went for a good twenty years when I was watching more closely than I do now.
