Is that Miller probably bought into everything because she loved the cloak-and-dagger aspect of getting the information. She was supposedly meeting with "top" White House, DoD, and State Dept people in dark parking garages. She would be given dossiers or "top secret" intel info. Real Tom Clancy type stuff. These people very likely weren't from any of those Departments, they were stooges working for Cheney, et al. It's just kinda suspicious when all her stories cited unnamed "American officials" and "American intelligence experts." She was being fed this information from someone/somewhere connected with the Administration.

It was a fun romantic sorta thing for her, she loved that lifestyle and was willing to do what she was told to continue. She was drunk on the connections, being a "part of the loop." The end results is thousands dead and billions of dollars lost. I hope she had a good time.
