On the Saturday night before, he said it would be less serious than Hurricane Irene and announced that he'd turned down FEMA help so the help could go to places that weren't as well prepared as NYC. And then afterwards, he wanted to run the marathon through Staten Island, till he got too much blowback.

I think that's why he made the sudden endorsement of Obama -- to distract everyone from his poor handling of everything.
