after his announcement of the count - I think he was telling Rove to suck it, that he wasn't doing what ever it is they have these people do to change the vote at the last minute. I think Husted got scared of all the law and observers watching him. So Rove is mad that his numbers didn't happen. So he jumps to what there are complaints of already, because he knows most people don't hear who was doing what to who in these cases, just that it was being done.
