but that poll was an outlier.

The last two polls out of Pennsylvania which were conducted this week show:

Morning Call
Obama 48
Romney 37
Obama +11

Franklin & Marshall
Obama 41
Romney 33
Obama +8

Both polls are local and have a very good reputation. Obama has very healthy leads in both polls which again are the 2 most recent available. PA hasn't gone for the GOP since 1988. And generally, Democrats perform better there than the polls indicate. Chuck Todd's map is off. PA should be light blue. Not a tossup battleground state.
