6. Well, that is what I've heard here.

AFAIK, The only thing the Constitution really says is that Congress makes their own rules.

Maybe somebody can resolve this. Maybe a Senate rule is that Senate rules can only be changed at the beginning of the session.

I just don't know what the real deal is.

I have heard it both ways here on DU.
