As the link has disappeared, I'm unable to check the veracity of your claims, that the paper does not contain empirical evidence or does not offer anything with any predictive power.

But purely philosophically, any consistent attempt - however alternative - to explain existing empirical evidence certainly would seem to contain empirical evidence, the bulk of that which i's available, including also all currently known unexplained anomalies. How consistent is this theory in terms of it's explanatory power, I can't say anything. Issues of predictive power are also sensitive to basic notions and presuppositions about space, time and causation of an explanatory theory. It does not sound a priori impossible that a non-mathematical theory could not explain and predict the particle masses according to some purely physical principle, but could also be impossible. Interesting question.
