I don't "propose" anything for your laws.

I will sometimes make recommendations, if asked directly.

In this instance, my interest in finding out what the "this" is, is insufficient to motivate me to do it, so I couldn't respond to a direct request, I fear.

However, since it appears to relate to individuals being licensed to possess handguns, my recommendation would that it not be done, since my recommendation is that individuals not be permitted to possess handguns except in very exceptional circumstances. (Sports shooting and employment-related purposes, for instance, do not require permission to possess other than in the course of those activities).

So I guess my reply amounts to mu. Your question contains the premise that individuals should be permitted to possess handguns, so I must reject it as unanswerable.
