17. Effective legislation is legislation that is enforced.

 

If there is legislation on the books that can prevent a crime but is not enforced, who's fault is it? Maybe we need to pass a law that holds government institutions responsible for enforcing the existing laws? What message does it send out to the populous if laws are selectively enforced?
