which means their main hunting times are dawn and dusk. Most of them have the 6 o'clock crazies in the evening, when they rocket around the house for about half an hour before they settle down, at all.

In addition, he's getting to be a teenager and he's all energy. The best way to take care of the morning crazies is to wear him out completely in the evening, to the point that he flops down and pants for a while. Taking him for his snip will help a little, but not much.

When he's at least 2 years old, he'll grow out of those kitty teenage years and be a little more respectful of your sleep time, especially if he has a window seat where he can chirp back at the birds.
