I know in the recent case of the Chelsea fan making the racist gestures aimed at a player during a game, the police were brought into it, and it looks like the clubs try (in some cases pretty insipid attemps) to put a stop to that sort of fan behaviour. And those clubs that don't are pretty much shamed in the media, at least they are in the football codes here.
It looks like in this case the club itself as well as the official sporting body are turning a blind eye to the racism, as they've always done. If the clubs all acted like Hapoel Tel Aviv, the example given in the last paragraph of the article, things would be far improved...

Walking off the pitch and clubs banning fans is something that should be happening in Israel, imo...
