1. I know it is obvious but have you checked the mouse batteries?

If you are sure the mouse itself is getting power then go back to Control Panel>Device Manager and uninstall the mouse drivers.
Shutdown with the mouse connected (should be Windows key then right arrow and <enter> to shutdown). Then reboot and let it find your mouse again. See if you at least have basic functionality.
