The Washington Coalition to Amend the Constitution (WAmend) was formed to put the State of Washington on record as calling for an amendment to the U.S. Constitution to overturn Citizens United and other U.S. Supreme Court rulings that have led to unlimited and undisclosed money in politics and undue influence of corporations and wealthy individuals in elections and public policies. WAmend is seeking a committed individual to act as campaign manager to gather sufficient signatures between January and end of June, 2014 to qualify the initiative for the general election ballot in November, 2014 and to follow the signature gathering with a campaign to pass the ballot measure. The person chosen for this position will work with staff and volunteers statewide with minimal supervision and must have excellent communications skills and the ability to work with a wide diversity of people and communities. GENERAL JOB DESCRIPTION:
● Manages all aspects of the campaign to pass a statewide initiative calling for a constitutional amendment to be sponsored by members of Congress from Washington State declaring that corporations do not have the same constitutional rights as humans, money is not speech and all campaign contributions should be regulated and disclosed.
● The Campaign Manager will be responsible for filing the initiative and securing the signatures necessary to qualify the initiative for the 2014 general election ballot (approximately 360,000 signatures of which 245,000 must be signatures of registered voters in Washington State. The signature campaign will start in January, 2014 and extend through June, 2014. The campaign to pass the initiative will follow.
● This position is an independent contractor position with fees to be negotiated. Contractor is solely responsible for all federal and state taxes. Expenses will be paid as authorized by campaign steering committee.
● Job will be located in Seattle, with some statewide travel necessary.
● The Campaign Manager reports to the campaign committee.
DESIRED QUALIFICATIONS OF CANDIDATES:
● 3 years or more of political campaign management experience that includes primary responsibility for fundraising.
● Demonstrated commitment to reforming the political system and ability to articulate the need to pass a constitutional amendment.
● Experience leading successful ballot measure campaigns including planning and implementing a strategy to engage and train an adequate number of volunteers to collect signatures, to educate voters and to turnout the vote when initiative is approved for the ballot.
● Experience managing/organizing in communities of color, faith, labor and business.
● A proven track record in coalition building and coordination, grass roots or field campaign organizing, financial oversight, internal and external messaging and public speaking.
● Experience working with public affairs, communications and research consultants/firms.
● Excellent communication skills (both written and oral) and ability to facilitate meetings with diverse participation.
● Demonstrated knowledge of campaign finance and budgeting.
● General knowledge of laws and regulations relating to campaign finance and campaign operations in Washington State.
● Ability to commit for the duration of the campaign effort.
● Experience with voter identification, micro targeting, data usage and management.
RESPONSIBILITIES:
Plan, implement and execute a statewide initiative campaign.
● Oversee and coordinate all aspects of the campaign, including fundraising, communications/media, grassroots/field work, coalition outreach and maintenance, and internal campaign administration.
● Develop and implement a budget and strategy to raise adequate funds to support the campaign.
● Hire and supervise campaign staff to include overseeing recruitment and training of volunteers.
● Manage all contracts with outside vendors/consultants, and coordinate RFP processes.
● Lead coalition building and outreach efforts to communities of color, faith, labor and business, building a broad, effective and culturally specific campaign.
● Respond to inquiries from constituents, coalition partners and elected officials regarding the campaign.
● Ensure full compliance with federal/state/local campaign finance laws and ordinances, and supervise internal campaign administration.
● Oversee management of website. social media, and list and database development, management and usage.
● Oversee aggressive earned media campaign.
● Develop and implement reporting structures and produce reports for campaign leadership.
● Manage all aspects of fiduciary oversight, legal administration and adherence to reporting requirements.

Payment for services commensurate with experience and funds available..
