I wasn't aware of the real estate market in Midland, but a building of that size in a city of about 115,000 people does seem a bit monumental. They should revise the blueprints and build it in the shape of a phallus since it was home of George W. Bush and everyone knows how much he screwed the state and the nation (oh yeah, I did type that)!
