We asked the head of elections in Fort Bend County back before the DOJ blocked the Texas voter id law (SB 14) and he was clear that you can register to vote without id and deputy voter registers were not to ask for ID.

I have talked to some people at the State Party and there is a strong belief that the GOP will do something to make voting harder and to make voter registration more difficult. If Section 5 of the Voting Rights Act is ruled to be unconstitutional, you can expect some additional restrictions on both voting and voter registration.

BTW, I heard that some GOP voter registrars were asking to see id but no one did anything to them. I would not be surprised to see the Texas GOP add a requirement that one shows a proper form of voter id to the voter registration requirements.
