22. I am not sure about anything, except that I want no problems in November.

The story at the link did say that the list of people who are registered to vote was checked against the list at PennDOT. And it may be that when John James Doe shows up to vote and is registered as J James Doe or John Doe, he will be able to vote anyways...or there may be judgment calls made and they would not let him vote. Actually, I think that you are able to do a provisional vote and go to the courthouse after the election and prove who you are, but who needs it.
