We should have a law that says the President can't assassinate anyone unless they join al Qaeda and declare war on The USA.

One problem is the President is claiming broad authority to assassinate US citizens based on things they have said in the past and without presenting any evidence. Also this authority extends to the United States.

So you see there is nothing in the secret policy that limits it to al qaeda people. It could be anybody, anywhere.
