where people generally don't swim because the water's too cold. Go a little further down, towards Santa Cruz and beyond and they almost never have problems with Whites. Nobody really knows why because going through those waters is part of their migration route. But some people think is because more people swim off those beaches regularly, and the sharks avoid areas with large human populations.
