Before Capra directed It's a Wonderful Life he did a film in 1932 shortly after the start of the New Deal
about a banker who was trying to keep his bank afloat.
In the following scene from American Madness, John Dickson - played by Walter Huston - is meeting with the board of directors trying to convince them to keep from selling the bank to a larger bank (a la Mr. Potter).

This describes his theory of banking. I first saw this in 2008 as the financial system was going to hell creating the infamous "credit crunch."
