1. Protection measures will have to be made in to law. The phone company knows who callers are.

Internet companies can locate the address of its users. Seems like drones have to be made and should have a VIN number like a car with recorded part numbers. And the purpose for their use should be in writing; a public record. Drones should have to have a federal surveillance permit.
