3. The tests and metrics are always used to sort the kids into classes and to pick winners and losers.

That is what they are for, and the excuse is "efficiency", and it is wrong to do that, kids future development is not predictable based on testing, never has been, never will be, and it's not deterministic in the first place, and the tests only measure narrow skill sets.
