33. was he in some kind of genuine pain or was he abusing prescription medication?

how/why did he have pain killers of the sort that rendered him a blithering idiot? And if he required such medication, why did he not just keep his butt at home--or better still, not even try to run for office if routine functioning meant that he had to be doped up?
