His response here hinges on your worldview framing.
If you can see the lockdown as a voluntary thing, this is not a concern.
If you can't see it as voluntary, then it looks very much like scary JBT's kicking in doors and black helicopters and all that.
I see it as voluntary, but I didn't see it that way until I started talking to residents of the area.
