The problem would be if they changed their constitution to allow offensive weapons. I think you would see an arms race in Asia between China, North Korea, South Korea, and Japan. So far North Korea's capabilities are pretty weak. We have a pretty good idea what China has and I don't think South Korea has anything other than defensive weapons.
