not be responsible. The story is that most gun owners are responsible. OK, so let them BE responsible. A registered owner should be partially responsible for how the gun is used and where it goes. If he sells it, he should arrange a background check and a new registration. He should get a bill of sale identifying the new owner, and keep that document in a safe place.

What if the gun is stolen? No excuse. Make sure the gun is not stolen. Use security cameras, alarms, etc.

What about when the owner dies? Next of kin become responsible.

Guns are not toys. Anyone who owns a killing machine should be held seriously responsible.
