40. Fully armed presence in military police and guards....

no post allows soldier to walk around with weapons when not needed. The shooter came from an off base apt where he had the weapons. You knew that didn't you, and you know the miltiary has regulations against personal weapons being carried. Had the Major been living in government housing on base he wouldn't have had access to them, they would have been secured. Had the gate guards completely search each vehicle the weapons probably wouldn't have gotten onto the post. A civilian no matter what is prohibited from carrying on post. The shooter was stopped by those carrying on their duties, the military police.. But you knew all this before you decided to post.

Since the shooting all personally owned weapons now must be registered with the military police. I know in some case the even secure them, that is dependant on the base commanders rules.
