In the case of a fairly instantaneous major breakdown nationwide, martial law could not address the resource issues and places like LA would die of thirst in the dark. In the case of a slower problem, there would be time for civil preparedness and the government could remain in control. However none of the doomsday scenarios I have seen are realistic, so I will limit myself to the big earthquake.
