Michigan House repeals personal property tax

LANSING — The personal property tax was repealed Thursday night by the state House of Representatives, giving businesses a $590 million a year tax break.

The bill passed 57-52, a one-vote cushion because bills need 56 votes to pass. The personal property tax, or PPT, is levied against industrial and commercial equipment and furniture. It would begin to be phased out over 10 years beginning in 2013.

There’s widespread agreement that the tax should be eliminated, but local communities fear the loss of the revenue that helps them pay their bills.

“These series of bills are going to impact our communities and there’s no escaping it,” said state Rep. Harold Haugh, D-Roseville.

The Michigan Municipal League and Michigan Association of Counties both oppose the bill because it doesn’t provide for 100% of replacement of the revenues to local communities.
