2. Can someone please explain to me how this is a bad thing?

I live in Texas where my idiotic Governor refused to participate. What does this mean for me? My first thought is that this is a great relief. I'd much rather have something designed by the Federal Government than something designed by Rick Perry and friends. I'd love to hear a good explanation of what this means for those of us who unfortunately live in one of these tea party states.
