Assuming traditional schools are ranked from 100% to 0%, and assuming that traditional schools outnumber charters significantly, about one out of six schools would also be in the bottom 15%.
I wish the author had discussed how charters fare versus non-charters. Also, there is the issue of geography. If you live in an area where the default school is in the bottom 5%, then a school in the bottom 15% might be a better option. |
