13. Why is anyone shocked?

There are plenty of people in America, mostly in the Deep South (I am from Fl and live in VA), who still have the same racist ideas that their grandparents and parents have. They are now feeling emboldened by the more overt racism of the GOP/Tea Party and are more willing to act on their ideas. I am sure it happens more than we know and will start happening even more.
