6. What exactly is he saying here?

Is he going to sign the dream act" into law. If not how is he going to be able to make arbitrary decisions without congress being involved. Can he do it with executive order? This not going to go over well especially since he reneged on his marijuana promises and now he is helping Mexicans stay here, many illegal. I don't understand you president Obama.
